There has been a lot of criticism that this was pointless, weird, and against the Legislature. According to New York law, it was not necessary to physically deliver the bet slip to a real person for a contract to be formed between the bettor and the bookie. Betting already meant signing a contract in itself and slip delivery could be done by any method, including online.

In April 2021, Legislature changed once again, and online sports betting became legal, as current laws allow legal obligations to be fulfilled online as well. But it is still subject to some rules:

• For online betting to be legal, the bettor must be in New York at the time of the wager. Even if you live in New York, your bet will not be accepted if you are in another state while making the wager.
• The person or company that will offer the online betting service must have a land-based casino license and host the servers to be used for this business in that casino. In other words, it is not possible to obtain a separate license for sports betting: you have to possess a casino license, betting is seen as an extension of this license.
• A maximum of two operators can offer sports betting services within the borders of New York. This means that only two of the casino owners, that is, the persons authorized to offer the betting service, can become online bookmakers. Bidding is held to determine who these two people will be.

There is a special case for poker: In New York, as in other states, there are card rooms, but they are not supervised in any way.
